Among the many Dollar Bill mistakes was telling
Milosevic he would not use a ground war.
The threat of a ground war along w/ a more intense
bombing effort may have saved many Kosovan lives.
But it would have been unpopular at home and
Dollar Bill's #1 priority has always been his popularity.
Many politicians made an effort to convince
Milosevic that a ground war was a possibility.
The media refused to mention that Dollar Bill was
worried about the impact of land mines on public opinion.
Clinton used the refugee issue to build
support for any eventual ground war.
But he was smart enough not to
tell people he was willing to do it.
If the ground war had been needed, he would
have had public support for the move.
