The 1st mistake Winona made was to build
the city in the Mississippi River Valley.
This has led to the need for a multimillion
$$$ dike system to prevent floods.
Now, some of the city is being built on the bluffs
above the river, but these are not high-rise buildings.
They also built it it about 20 miles away
from a major highway
intersection forcing
a major detour to get to Interstate 90.
The next mistake in city planning the
Winona city council made
was to break up the
retail stores into various sections of the city.
Winona has 3 'malls', a 'down town'* shopping area,
and at least
3 other major retail stores
scattered around w/ absolutely no plan.
If you need to get an extra key, a quart of milk,
some new shoes
and a new compact disc
player
you are going to have to
get in and out of
your car at 4 different parking lots.
Having 3 separate 'malls' means none
is big enough to compete
w/ the large malls
in the neighboring towns of Rochester, Mn..
All of Winona's retail stores should be in one building.
No High-Rise Apartments
The city council should have also withheld building
permits from low-rise apartment complexes.
But They Chose To Tear Up Some Of The Finest Land
In The State For Inefficient Low-Rise Apt. Complexes.
Of course, they made sure it was far enough
away from the 'malls'
to force the tenants to
drive every time the need a quart of milk.

This Low-Rise Apartment Complex Was
Built On Some Of The City' Last Wetlands.
The City's Apartments Are So Vulnerable To
Fire That The City Council Passed A Law To
Ban Open-Flame Cooking On Apartment Patios.
(What's The Point Of Having a Patio If You Can't BBQ?)
Inefficient Mass Transit
They refuse to invest in a mass transit system
capable of meeting the city's needs.
It only runs once every 40 minutes until 9 P.M.
One Of The New Stores Stopped Local Traffic Dead.
*The 'malls' and 'downtown' are so sparse you really
do have to use ' ' signs when you write about them. |
