The N.Y. Times did an interesting
report on the
Lt. Cmdr Michael Speicher was flying a mission over Iraq. No search effort was made, and apparently his beacon did not work. We didn't have enough satellites to look

wreckage. They redirected a satellite to the area. The satellite picked up a man-made symbol Many officers who knew about it wanted to send in a special ops mission. They even drafted plans. Unfortunately in Dec. 1994, Shali' didn't authorize it. He claimed it was too dangerous and he
