The AFP/Yahoo blurb below is quite humorous.
The didn't say what affect this had on world oil prices. Or, suggest that they
upgrade their power system by installing solar panels and wind turbines.

Kuwait's main oil refinery at al-Ahmady. Production at Kuwait's
three oil refineries, which came to a halt at the weekend because of a
power cut, resumed at 80 percent of capacity, the energy minister said.
