a leased channel or a channel made available for public
access, governmental or educational purposes.

Neither the cable communications company nor the officers,
directors, or employees of the cable communications system is liable
for any penalties or damages arising from programming content
not originating from or produced by the cable communications
company and shown on any public access channel, education
access channel, government access channel,
leased access channel, or regional channel.
