Typidal USA Today blurb is below.

Failed to note why the plan was illegal.
(I'm gueessing 4th ammendment violation of equal protection,
or a violation of interstate commerce laws.)

Also failed to note that an overall tax
on all cars might be a good idea.

New York, N.Y.
A state court upheld a lower court ruling that said it is illegal to
impose a commuter tax on out-of-state residents who work in
the city if in-state commuters are exempt from the same tax.
Officials and private citizens in Connecticut and New Jersey
challenged the 0.45% tax on income - $450 on $100,000.
